中国壮大清洁能源产业政策研究

摘要：中国长期推动能源结构调整和清洁能源发展，能源发展战略核心从聚焦保障供给安全转向清洁低碳发展，可再生能源已成为清洁低碳发展的主攻方向。本研究按照美丽中国目标引领全面能源转型战略的要求，通过设定分析“既定政策情景和”“低于2℃情景”，分析2050年经济生态能源情景。研究显示，2050年高比例可再生能源成为能源系统核心，终端和一次能源消费结构根本扭转，推动形成绿色现代经济体系。中国仍需更加坚定的深入实施既定战略，需要更加积极的可再生能源和非化石能源发展目标，创新新能源电力价格机制，完善清洁能源税收和化石能源碳定价政策，建立竞争性电力市场和灵活电力系统，加大绿色金融支持力度。

Policy studies on growing clean energy industry in China

Abstract: China has been promoting energy restructuring and clean energy development for a long time. The core of energy development strategies has shifted from ensuring supply security to developing clean and low carbon energy. Renewable energy has become the main trend of clean and low carbon development. This study analyzes the 2050 economic eco-energy scenario by considering the “established policy scenario” and the “below 2°C scenario”. This is in accordance with the requirements of the “Beautiful China” objective, which is leading energy transformation strategies. Research shows that by 2050 a high proportion of renewable energy will have become the core of the energy system, and the final and primary energy consumption structure will have been fundamentally reversed. This will drive the formation of a green, modern, economic system. China still needs to be more determined, in order to fully implement the established strategy, to set more active renewable energy and non-fossil energy development goals, and to innovate new-energy electricity pricing mechanisms. China also needs to improve clean energy taxation and fossil energy carbon pricing policies, to establish a competitive electricity market and flexible power system, and to increase green financial support.
