本文總結了粵港澳大灣區綠色發展成績和存在的問題，分析了一流大灣區深入推進綠色發展的必要性和緊迫性，提出了加強立法、優化目標、創新體制機制等若干政策建議。

Abstract: This paper summarizes the achievements and shortcomings of green development in Guangdong-Hong Kong-Macao Greater Bay Area, analyzes the necessity and urgency of further promoting the green development in First –Class Big Bay Area, puts forward some policy proposal such as strengthening legislation, optimizing goal, innovating operating system and mechanism.
