曾少軍理事：民間外交，促進中美新能源合作--在中美最新能源政策視頻交流會上的講話
近日，全国工商联新能源商会、国家发改委能源研究所与美国哥伦比亚大学全球能源政策中心联合举办“中美最新能源政策视频交流会”。商会专业副会长兼秘书长、中国新能源产业研究院执行院长曾少军教授出席会议，并就“十四五”时期中国新能源行业高质量发展等问题进行发言。

Nice to meet you all! On behalf of the organizer of this event, China New Energy Chamber of Commerce, I would like to give you a warm welcome and sincere thanks. Currently, the novel coronavirus spreads all across the world and the pressure to keep economic stability is increasing. By organizing this special event today, we hope to share the latest energy policies and to promote US-China exchanges and cooperation in energy sector.
With a membership of 1000 well-known companies, China New Energy Chamber of Commerce is a national level new energy industrial organization in private sector. Since its foundation, CNECC insists on the mission of serving national strategy and supporting the new energy industry, as well as serves as the principal platform for cooperation among members. As a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy, we have done a great deal of work in promoting global new and renewable energy cooperation, facilitating technological Research & Development innovation and enhancing policy coordination. Now, it has become one of the influential new energy organization in China and abroad.
Last July, we started a research project on the topic of Key Issues on New Energy Development in 14th Five-Year-Plan Period. With the purpose of providing prospective references for central government, this project was carried out to study the goals, key tasks and supporting measure of new energy industry the 14th Five-Year-Plan new energy plan. Based on the feedbacks from chamber members and experts, the research report has been revised several times and is basically finished. The completion seminar will be held in recent times.
The report shows that renewable energy has become the main direction in global energy transition, the main support to battle against climate change and an important power to promote sustainable development of global economy and general employment. Its influence on global energy pattern and geopolitics is gradually emerging. During the 13th Five-Year-Plan period, the renewable energy underwent a fast growth in China with a steady growth of renewable energy consumption. China has entered the stage of higher percentage RE utilization in newly increased part while some regions have alternatives in storage. In 2020-2025, renewable energy power generation will achieve grid parity in China. In most regions, the main energy increment will be renewables. The new energy industry in China will be mainly expected to do the following tasks: Speeding up combined development of distributed and utility scale in wind power, promoting comprehensive multiple development of solar energy, encouraging scale development of bioenergy, advancing geothermal energy industrial application, building up smart energy system of multi-energy complementary and upgrading supportive pipeline network infrastructure.
At the same time, the report also notes that China’s energy transition reform will be in a key stage during the 14th Five-Year-Plan. The renewable energy power generation should be innovated by integrating energy transition and electric power system reform. Market should play a decisive role in resource allocation in order to build an integrated comprehensive energy service and industrial demonstration project. The government should use macro control wisely to perfect renewable energy industrial system, promoting reforms of quality, efficiency and dynamic, improving total factor productivity and strengthening industrial core competitive ability. In addition, the report also suggests that all-round international cooperation should be strengthened, the new changes and trends of international energy cooperation should be fully grasped, more effective and active energy international cooperation should be carried out and cooperation mechanism of global industrial chain should be created.
In summary, developing renewable energy is strategic, not only for climate change, economic development and employment, but also it can come up with solution plans to address some key issues by nongovernmental diplomacy, especially through chambers and associations. It will play a positive role in making a common ground between US and China. This will mitigate frictions caused by misunderstandings. Due to the recent novel coronavirus pandemic, the global economy and US-China trade relations are heavily impacted. We hope that China and US will enhance cooperation in technological exchanges and projects of renewable energy. This will contribute to recovery and development of global economy, reversing the effects of the virus. In this process, China New Energy Chamber of Commerce will give full play to its own advantages of nongovernmental diplomacy and make its contribution to practical cooperation in renewable energy between China and US.

尊敬的桑德罗先生、韩文科所长，各位嘉宾：
大家好！我谨代表本次活动的组织方——中国新能源商会对各位嘉宾的参与表示最热烈的欢迎和衷心的感谢！在新冠肺炎疫情全球蔓延、经济下行压力加大的背景下,今天我们特别举办“中美最新能源政策分享会”，旨在分享能源领域的最新政策，进一步推动中美两国能源交流与合作。
中国新能源商会是由1000多家著名企业组成的国家级非公经济新能源行业组织。商会自成立以来，始终坚持服务国家战略，以助力新能源产业振兴为宗旨，充分发挥资源优势、智力优势、组织优势，在推动全球新能源与可再生能源合作，促进新能源领域的双多边投资与交流，推进技术研发与创新，加强政策协调等方面做了大量工作，现已成为国内外有重要影响力的新能源行业组织之一。
商会于2019年7月启动“中国‘十四五’新能源发展若干重大问题研究”课题项目，旨在深入研究“十四五”时期中国新能源行业高质量发展的目标、重点任务、保障措施等问题，为国家相关部门制定“十四五”新能源发展规划提供前瞻性预研。在经过反复调研并征求业内企业、专家意见的基础上，目前该课题已基本完成了项目研究报告，并将于近期召开结题会。
课题成果总体显示，当前可再生能源已成为全球能源转型的主要方向，应对气候变化的主要抓手，推动全球经济可持续增长、普遍就业的一种重要力量，并对全球能源格局、地缘政治的影响日益显现。“十三五”期间，中国可再生能源规模持续快速增长，可再生能源消费比重稳步提升，进入较高比例增量替代和区域性存量替代新阶段。
2020-2025年，中国可再生能源将基本实现平价上网，可再生能源在大部分地区将成为能源增量主体。加速风电集中分散并举发展、推动太阳能综合多元发展、促进生物质规模化发展、推进地热能产业化利用、建设多能互补智慧能源体系、升级配套综合管网基础设施将成为“十四五”时期中国新能源发展的主要任务。
与此同时，研究报告认为，“十四五”时期是中国能源转型变革的关键期，应结合能源转型和电力体制改革等创新可再生能源电力发展模式，充分发挥市场在资源配置中的决定性作用，建立一批以企业模式创新为主的综合能源服务及产业结合示范工程；更好地发挥政府宏观调控作用，完善可再生能源产业体系，努力推动产业质量变革、效率变革、动力变革，提高全要素生产率，增强产业核心竞争力。此外，报告提出应全方位加强国际合作，充分把握国际能源合作的新变化和新趋势，开展更加积极有为的能源国际合作，构建全球产业链合作体系等政策建议。
总体而言，发展可再生能源是个战略性问题，不仅能作为应对气候变化、刺激经济、解决就业的重要措施，同时以民间外交，特别是通过行业商协会的交流与合作，共同探讨形成一些重大问题的解决方案，对进一步凝聚中美共识，弥补因理解问题的差异而造成的摩擦有积极作用。近期，新冠病毒肆虐全球，使全球经济发展和中美经贸合作受到严重冲击，希望中美两国大力加强在可再生能源领域的技术交流与项目合作，为积极应对疫情影响，推动全球经济复苏和发展贡献力量。在此过程中，新能源商会也将充分发挥自身独特的民间对外交流合作的优势，为推动中美可再生能源领域的务实合作做出自己应有的贡献！
