乏燃料干法贮存设施联合运转关键技术研究与应用——全球核能产业发展报告(2021-2022)

 

摘要:

我国首个乏燃料干法贮存示范项目采用了从美国引进的卧式乏燃料干法贮存技术,在设施正式投运前需完整检验设施功能。由于中美文件体系及监管要求不同,美国并无联合运转的概念,考虑到我国法律法规、监管要求以及电厂运行管理模式的不同,本文对乏燃料干法贮存设施的联合运转关键技术进行了研究。通过采用“技术调研—研究创新—推演修正—实施应用—改进提升”的闭环方法,对使用贮罐样机进行联合运转方案,贮罐吊装运输方案,双盖板贮罐焊接封装方案,多自由度激光对中、高效真空干燥装置优化与最佳抽真空速率的确定、热贮罐开盖回取方案等技术开展研究,最终形成了一套高质量的乏燃料干法贮存设施自主化联合运转技术方案和若干关键操作技术创新成果。相关研究成果已在示范项目中得到了成功应用,对于提升操作效率和降低人员受辐照剂量起到了重要作用,首次装料集体剂量即基本达到国际卓越值。通过联合试运转关键技术的自主研究与实施,全范围验证并解决了国内电站的适应性问题,缓解了我国日益增长的乏燃料水池满容与后处理厂接收能力不足的矛盾,开辟了一条乏燃料后处理与暂存的技术路线,可为后续国内类似电站以及监管单位开展乏燃料干式贮存的新建、运维提供包括试验验证、工艺方案、适应优化、体系管理等方面的参考。

Abstract: The Spent Fuel Dry Storage Demonstration Project of CHINA import horizontal spent fuel dry storage technology from the United States for the first time. To test all functions completely before operation of the facility is necessary, considering the different requirements of China’s laws and regulations and operation management of power plant, this paper studies the key technologies of combined operation of spent fuel dry storage facilities. By adopting the closed-loop method of “technical survey-research innovation-deduction correction-implementation application-improvement promotion”, a set of high-quality technical scheme for the autonomous combined run test of spent fuel storage facilities and several key operation technological innovation achievements are finally formed. The related research achievements have been successfully applied in the demonstration project, such as laser alignments, high-performance vacuum dry and heated cutting, etc. The facilities tests and operation technology are optimized, it plays an important role in improving the operation efficiency and reducing the radiation dose rate of personnel, the total collective dose reached excellent value of the world in first fuel loading, this lay a solid foundation for the subsequent long-term and safety operation with fuel-loading.
