Remark of Lao Ambassador addressed in the 7th International Clean Energy Forum, Macao

His Excellency Ho Hau Wah, Vice Chairman of CPPCC National Committee,

Mr. Zhou Jie, Secreatry-General of IFCE, Director of China Economic and Social Council,

Mr. Chen Dehai, Secretary-General of ASEAN-China Centre,

Ambassadors and representatives,

Ladies and Gentlemen,

 

First of all, I would like to express my sincere thanks to the International Forum on Clean Energy Secretariat and ASEAN-China Centre for a kind invitation to the 7th IFCE held in Macao. My thanks also go to Macao leaders for a warm welcome and excellences arrangement provided to me and my delegate.

 

Ladies and gentlemen,

As you may aware, energy especially clean energy has important roles in your daily life and social-economic development in all regions. In this connection, its energy demand has grown and will continue growing rapidly per year. Meanwhile, the energy consumption remains a significant challenge and impact in term of climate change. Therefore, the member states, including Lao PDR emphasizes on developing a clean and renewable energy for our people’s consumption as well as country development with sustainable energy.

 

Currently, ASEAN focus in the implementation of ASEAN Action Plan on Energy Cooperation 2016-2025 including renewable energy in order to reach 23% share of renewable energy in total primary energy supply by 2025.

 

Lao PDR had paid our utmost effort in clean energy and renewable energy development based on hydro power potential and others. At a present, we have operated 61 hydro power dams and other 36 are under construction and expected to finish in 2019 to 2020. Meanwhile, there are other 2 operated renewable energy projects in Laos that comprises 5 solar energy farms and 1 coal energy plant. For energy development, Lao PDR considered on climate change and sustainable development. Meanwhile, in order to promote economic development and prosperity for our people, we are continuing to further explore potential for clean energy development such as solar, wind, clean coal and biomass.

 

On 2018, we completed on publishing a report regarding energy alternative study for Lao PDR in collaboration with USAID and its National Renewable Energy Laboratory that displayed a renewable energy outlook in order to promote a various renewable energy in basic of sustainable energy development. At the same time, we also completed on publishing the energy statistic 2018 book in collaboration with Economic Research Institute for ASEAN and East Asia. These documents are facility for foreign investor in accession to an efficient resource and promote investment in energy sector in Lao PDR.

 

Despite Lao PDR faces many challenges on lack of experiences, fund and others on development, however, we stand ready to cooperate with other countries and development partners in ASEAN as well as in regional and international cooperation group to further explore the potential, promote renewable energy benefit, upgrade renewable energy efficiency and energy security in order to successfully implement various work plans in basic of mutual interest on sustainable development.
