The 7th International Forum on Clean Energy
opens in Macau
(Macau, 11 December 2018) On 11th December, the 7th International Forum on Clean Energy (“IFCE”) was opened at MGM Cotai Hotel, Macau. The Forum was hosted by the International Forum on Clean Energy (Macau), in conjunction with ASEAN-China Centre and ASEAN Energy Center. China Economic and Social Council of the Chinese People's Political Consultative Conference (“CPPCC”) is the leading organisation. Macao Foundation, Environmental Protection Bureau, Office for the Development of the Energy Sector, and Macao Trade and Investment Promotion Institute of the Macau SAR Government are the supporting organisations. The Forum’s theme is “Clean Energy and Smart Leadership: China-ASEAN Energy Cooperation”, with the objective of promoting clean energy cooperation between China, ASEAN countries and other countries along the “Belt and Road” route, including promoting smart energy and encouraging energy blockchain technology innovation.
The distinguished guests who attended today’s opening ceremony were: Mr. Edmund Ho Hau-wah, Vice Chairman of the National Committee of the CPPCC, Mr. Ji Lin, Vice Chairman of China Economic and Social Council of the CPPCC, Mr. Yao Jian, Vice Director of the Liaison Office of the Central People's Government in Macau SAR, Ms. Wang Dong, Deputy Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Macau SAR, Mr. Chen Dehai, Secretary General of ASEAN-China Centre, Mme. Vandy Bouthasavong, Ambassador of the Lao People's Democratic Republic to China, Mr. Thit Linn Ohn, Ambassador of the Union of Myanmar to China, Mr. Ivan Zerpa, Ambassador of the Bolivarian Republic of Venezuela to China, Mr. Wu Zhiliang, Chairman of the Macao Foundation Administrative Committee, Mr. Ambrose So Shu Fai, Director-General of IFCE, Mr. He Yu, Chairman of China General Nuclear Power Corp., Mr. Li Zhenqiang, Member of the Macau Foundation Administrative Committee, and Mr. Sun Zhiyu, Deputy General Manager of China Three Gorges Corporation.
Mr. Ambrose So Shu Fai, Director-General of IFCE, said in the welcome speech that Macau was one of the starting points of the ancient Maritime Silk Road and that ASEAN countries are key strategic areas of cooperation on the “21st Century Maritime Silk Road” economic belt. He stated that against the backdrop of the “One Belt One Road” strategy, the goal is not only to make Macau a platform for economic and trade cooperation between China and Portuguese-speaking countries, but also a platform for such cooperation between China and ASEAN countries. These two cooperation platforms will also serve as vehicles for promoting clean energy and smart energy. In his opening speech, Mr. Ji Lin, Vice Chairman of China Economic and Social Council of the CPPCC said that the establishment of the “Belt and Road” is a large-scale platform for countries to cooperate and develop together, and an important practical platform to work towards a shared destiny. As the world’s largest energy producer and consumer, China has entered a new era of international energy cooperation. Strengthening “Belt and Road” energy cooperation is not only required for China’s energy development, but also needed to promote coordinated energy development on an international scale. China is willing to accept more responsibilities and duties in accordance with its capabilities. Mr. Chen Dehai, Secretary General of ASEAN-China Centre, highlighted that accelerating energy transformation and implementing green low-carbon development has become the common mission of the international community. These are of great significance for safeguarding global energy security. China and the ASEAN have a deep connection, with a similar economic base and similar demands for energy transformation. In recent years, China’s clean energy cooperation with the ASEAN and neighboring countries has developed rapidly. The construction of China and the ASEAN’s green “Maritime Silk Road” is expected to progress steadily. Ambassor Vandy Bouthasavong, of the Lao People's Democratic Republic to China, highlighted in her opening speech that the Lao PDR also emphasizes on developing a clean and renewable energy for their people’s consumption as well as country development with sustainable energy. Despite Lao PDR faces many challenges on lack of experiences, fund and others on development, however, they stand ready to cooperate with other countries and development partners in ASEAN as well as in regional and international cooperation group to further explore the potential, promote renewable energy benefit, upgrade renewable energy efficiency and energy security in order to successfully implement various work plans in basic of mutual interest on sustainable development. And Mr. He Yu, Chairman of China General Nuclear Power Corp., also delivered speech at the ceremony. He proposed that Chinese and ASEAN enterprises should fully develop their own strengths, as well as promoting nuclear energy, renewable energy and applications of nuclear technology on a larger scale. He stated that such enterprises should increase the momentum of cooperation, through creating supporting projects and flagship projects for a joint China-ASEAN future, and promoting clean low-carbon energy transformation in China, East Asia and the rest of the world.
Besides, the opening ceremony also witnessed the launch of the 2018 Blue Book on International Clean Energy Industry Development and the 2018 Blue Book on Smart Energy Industry Innovation and Development. There was also the appointment ceremony for IFCE’s experts, standing directors and directors, as well as the establishment ceremony of an Energy Blockchain Technology Innovation Committee. Additionally, three strategic cooperation agreements were signed, namely between the IFCE and the Online media of the CPPCC; China General Nuclear Power Dasheng Electronic Accelerator Technology Co., Ltd. and Thailand Nondestructive Testing Co. Ltd (TNDT); and China General Nuclear Power Branch and Thailand AE Energy Company.
