《世界能源发展报告（2015）》简介

       2014年以来，国际能源形势发生了重大变化，其中石油市场经历了剧烈震荡，价格全年下跌近50%。在美元强势、全球经济复苏缓慢，以及石油供给稳定的背景下，石油价格走势依然不容乐观。低油价不仅会引起全球能源结构的变化，还将影响世界经济和政治格局。尽管地缘政治形势复杂多变，但主要油气生产国的供给仍较为稳定，尤其是美国的经济复苏贡献了能源供给的最大份额，加之其他国家尤其发展中国家的经济增速放缓，使得能源市场继续维系供过于求的局面。乌克兰危机的爆发导致亚欧能源安全局势的不稳定，中国既要继续寻求与俄罗斯的能源合作，也要通过“一带一路”战略推动新的能源市场的形成，以维护自身的能源安全。

      本书是我们连续推出的第三本关于世界能源发展的蓝皮书，除总报告外，全书由政策篇、市场篇和热点篇三大部分组成。其中，政策篇按照石油、天然气、可再生能源、煤炭、核能和电力市场进行分类，对在每类能源发展方面具有特色的国家和地区的能源政策进行探究；市场篇对世界石油、天然气、煤炭、可再生能源和电力市场的供需及贸易情况进行描述；热点篇以2014年最有地缘政治影响的事件之一——乌克兰危机作为切入点，对后危机时代俄罗斯的能源战略选择及其对全球能源格局产生的影响进行研判。

Since 2014, the international energy situation has undergone major changes as evidence that the oil market experienced a severe shock, and prices fell nearly 50%.Under the strong dollar, slow global economic recovery, as well as the stable oil supply, oil prices are still not optimistic.Low oil prices will not only result changes in the global energy structure, but also will affect the world economy and political structure.

Despite the geopolitical situation is complicated, the supply of major oil and gas producing countries are still relatively stable, especially the US. Its economic recovery contributed the largest share of energy supply, coupled with other countries, particularly developing countries, suffered from slow economic growth. All these will lead the energy market to continue to maintain the oversupply situation.The outbreak of the Ukraine crisis has led to instability in the Asia-European energy security situation. China therefore necessarily needs to continue to seek energy cooperation with Russia, and through “One Belt One Road” strategy to promote the formation of a new energy market in order to safeguard its own energy security.

This book is the third consecutive launch of the Blue Book on World Energy Development. In addition to the general report, the book was composed by three major components, which are the policy papers, market articles and pieces on hot issues.To be specific, the policy papers in accordance with the oil, gas, renewable energy, coal, nuclear and electricity markets are classified with the characteristics of energy policy and investigate each type of energy in the most well-developed countries or regions.Articles on market discussed the world oil market, natural gas, coal, renewable energy and electricity supply and demand in the market and trading conditions respectively.And articles on hot concerns quoted one of the most affected geopolitical events in 2014-Ukraine crisis as a starting point, studies Russian strategic choice and its impact on the global energy landscape at the post-crisis era.
